A desire of deputy director Koli is to replace the retired director. With an authoritative attitude, he seeks to impress his colleagues that he is worthy of this position. But Koli is worried about the idea that Vjollca, the head of the planning branch, should not take this place. This is proven by the dreams he sees. His concerns come across as realistic. Vjollca, even though she is an experienced assistant, is aware that another employee who is engaged to the driver of the department, Meçen, will be appointed director.
